Mr. Alphonse Tay was born in Togo in 1942. He has done scientific and technical studies in France (Elementary engineering, Mathematics, Electricity and Industrial Mechanics) and obtained a scientific Baccalaureate (1964). At University level in France, he studied Mathematics, Physics and Biology up to B.S. level. He further holds a Certificate of Higher Commercial Studies from the International Academy of Commercial Studies (in Paris). From the University of Paris X Nanterre, Mr. Tay holds a Certificate of Political and Social Economy, and a Masters' Degree in Political Sociology. He further holds a Diploma of Prospective Analysis and Planning of Education from UNESCO Office of Dakar (Senegal, 1972). In his country, he was Deputy Director of the Department of Education Planning at the Ministry Education (1971-1975). He served as Cultural Adviser to the Secretary General of the Society for African Culture in Lagos (Nigeria) and in Paris (1975 - 1984). Mr Tay joined UNESCO in November 1984 as Programme Specialist (grade P4) in the UNESCO/UNICEF co-operative programme for the Survival, Protection and Education of Young Children. Since 1990, he is managing a worldwide programme for the education of children living in difficult circumstances in the Education Sector of UNESCO. Mr. Tay has published various articles, in Human Sciences, Education or Culture Journals, including the 'UNESCO COURIER'. He has also written the Program book (Working with Street Children, UNESCO & ICCB), Paris, 1995). He was promoted to grade P5 as from January 1997).
