André Roberfroid, a Belgian national, is currently the UNICEF Deputy Executive Director for Programme and Strategic Planning. Since 1974, he has worked for UNICEF, initially as a Programme and Planning Officer in the Republic of Congo, Yemen and Jordan and then as UNICEF's Representative in Lebanon, Iran and Mali before becoming UNICEF Regional Director for Europe in Geneva. He studied chemistry and economic development.
Throughout his career, André Roberfroid has worked in programme direction and management. In Lebanon, during the difficult period of the mid- and late-1980s, he helped define UNICEF's role in acute emergencies. His work in Mali contributed significantly to UNICEF's more recent programming from a human rights perspective. While Regional Director for Europe, he worked to clarify UNICEF's role in developed countries by improving co-ordination of UNICEF's National Committee structure. He also participated actively in UNICEF's management reform process, with a strong commitment to strengthening the organisation's strategic focus.
As Deputy Executive Director for Programme and Strategic Planning, Mr. Roberfroid is responsible for the direction and oversight of UNICEF's programmes and strategic planning. His strong experience at both country and regional levels contribute to defining UNICEF programme responses in all contexts, from emergency and humanitarian response to development support and national capacity building.
In co-ordination with the Executive Director, Mr. Roberfroid continues to guide consultations and the newly launched global agenda for children over the next decades. His responsibilities include ensuring a technically sound programmatic content that reflects both UNICEF's past 50 years' experience and its recent commitment to children's human rights.
